Open telemetry exporter support

ESDB adopted Open Telemetry metrics since 23.2, but only exports it in Prometheus format. In many cases, some additional effort is required to bridge Prometheus-format endpoint scrapping with direct metics ingestion.

As more and more APM providers adopt Open Telemetry protocol, adding support for OTel exporter would allow people to send metrics directly to their providers.
