Support running ESDB on ARM64 Linux distributions

Substantial population of developers use Apple computers with ARM chip, and they currently cannot run ESDB locally even in Docker. We do have an "alpha" image but nobody gives any guarantees that everything works there. By providing a supported image, this population of developers will be confident in using ESDB on their machines for prototyping and production-grade development.

AWS introduced EC2 instances with ARM-based silicon (Graviton) a while ago. They claim that these machines are cheaper, faster, and more sustainable due to less power consumption. Not only Event Store could allow their customers to use this class of VMs, but could also use them in Event Store Cloud.
